techUK’s Newly Appointed Chair of Central Government Council looks to unite leaders in tech and government to tackle challenges

Recently appointed Chair of the newly formed Central Government Council, Tom McCann, aims to focus heavily on building relationships and facilitating closer engagement with Central Government. Mr McCann, of systems integrator Sopra Steria, has previously stated that the shifting landscape of central government IT procurement has been creating new challenges for businesses across the country. The government’s conscious efforts to move away from large-scale, multi-year projects and towards building its own internal capability has forced a dramatic change in the environment of IT procurement. With a greater push towards using the services and skills provided by SMEs, rather than turning to the big six to supply them, the government has begun to use a large spectrum of suppliers. “That has been a major shift in how to buy, build and operate,” Mr McCann stated. “There is a shift toward outcome based procurement and there are more barriers and gateways to get through. For each project a thorough business case must be specified. This means there is a lot more work done in the procurement cycle. It reflects the changing risk landscape.” Mr McCann suggests a more collaborative approach, uniting buyers and potential service providers to create an understanding of what is required and make sure the outcome works for all.
