The Authority is looking to appoint a single Preferred Supplier to manage all aspects of the Service. The aggregate value of the contract (including extensions) as advertised in the Contracts Finder and Find a Tender Service (FTS) for the full 10 years of provision (7 core years plus 3 options years) is £346,146,770 British Pound Sterling.
The contract to be entered into by the Authority and the Preferred Supplier for the procurement will be based on the NHS Terms and Conditions for the Provision of Services.
The core contract term is from 01st October 2025 - 30th September 2032, with the option to extend for a maximum of 36 months. This stated optional extension period is in no way guaranteed, and activation of such extension will be at the sole discretion of the Authority based on fundamental principles, including the performance of the supplier and results of any service evaluations undertaken..

Whilst deep cleaning can be an element to supporting residents with hoarding behaviours, core hoarding behaviours remains an unmet need, which can often lead to repeat cleans. The Council have developed a longer-term strategy for deep cleaning that aligns to Council ambitions and practice that improves outcomes for residents that reflects strengths-based approaches. Commissioners will be holding a market engagement event for providers to share their thinking; and obtain providers' views. This feedback will be used to shape the procurement strategy and creation of the procurement documentation.
The event is open to any providers with relevant experience of providing professional cleaning. It will be held on Tuesday 10 September at 11 - 13:30 at East Ham Library - 328 Barking Rd, London E6 2RT. The session will conclude with an overview of the procurement process and a high level timeline.

This procurement is to select a Contractor to deliver daily Cleaning Services across the five BFI sites in 3 London, 1 Berkhamsted, and 1 near Warwick, providing nearly 30,000 cleaning person hours per annum split between mornings, evening, and daytime janitorial services.
