The Crown Estate, as managers of the seabed around England, Wales and Northern Ireland, wishes to award seabed rights to prospective suppliers and developers, which will allow such suppliers and developers to develop, build and operate floating offshore wind farms in the Celtic Sea for the purposes of generating, transmitting and selling electricity (or other forms of energy, where permitted), as part of Round 5. The contracts which The Crown Estate expects to enter into as a result of Round 5 will grant new seabed rights to developers for the development of new floating wind farms within three project development areas, each of which has a maximum potential energy generation capacity of 1.5GW (meaning a combined maximum potential energy generation capacity of 4.5GW across all 3 project development areas). These rights will be governed by three separate ‘agreements for lease’, which The Crown Estate intends to award to three different successful suppliers through a competitive tender process – one for each of the three project development areas. Holders of the agreements for lease will acquire the rights necessary to develop floating offshore wind farms in the relevant project development areas and will have the option to enter into leases with The Crown Estate for the construction and operation of these wind farms for the purposes of the generation, transmission and sale of electricity (or other forms of energy, where permitted), subject to the satisfaction of certain conditions detailed in the agreements for lease. The design prides itself on simplicity and reliability whilst maintaining effective tidal energy capture. The turbine has a 14m blade diameter, a passive bidirectional pitch system, and uses a split winding permanent magnetic synchronous generator.QED’s next generation of Subhub ID will feature 3 of Tocardo’s turbine-generator pairs, which will be individually controlled and then combined into a single grid output within the Subhub ID’s dry compartments under water.QED Naval is looking for a supplier to provide the various power take-off circuitry to support this delivery of grid compliant power from the Subhub Platform Control Unit (SPCU) into the National Grid at distribution level.The solution will accommodate 3 independently controlled T-3 turbines, each with a power rating of 350 kW and generator output voltage of 690 V. Each generator’s PTO solution will be housed in a standard double electrical cabinet with dimensions 2000 x 1200 x 600 mm (excluding the shared transformer) if possible. The cabinets will be held within the SPCU. The SPCU consists of two sealed pressure hulls that have an inner diameter of 3 m and a length of 10 m. The solution will be supplied fully assembled and complying with necessary electrical standards. A supporting single line drawing of the complete system should also be provided.This tender requires the delivery of a single turbine-generator PTO configuration in 2024 for testing before the remaining 2 PTO configurations are delivered to complete the Subhub ID arrangement for subsea deployment. The successful delivery of the tender described in this document could establish a relationship for future plans that include the initial extension from one Subhub ID to a mini-array of five (totalling 5 MW) followed by additional phases to a maximum array size of 30 MW.

The BEEMS (British Energy Estuarine and Marine Studies) programme is funded by Sizewell C Limited. Through this programme, Cefas provide authoritative scientific information on the marine and transitional waters in the vicinity of potential new build nuclear power stations.<br/><br/>The purpose of this procurement is to provide bathymetric data for the Greater Sizewell Bay (GSB) to assess the geomorphological changes of the region, hence contributing to the ongoing monitoring of the Sizewell Coastline.<br/>Two longshore bars (important geomorphological features) exist in shallow waters within the Area of Interest (AOI), with the inner bar being subaerial during some low tide periods. The results gained from the below specified surveys will support the calibration of Cefas instruments located on shore, as well as the ongoing monitoring of the Sizewell coastline. There is a high priority for the furthest landward coverage possible to be achieved by the survey, so that bathymetric data can be meshed to aerial topographic surveys of the beach, typically undertaken at low tide.<br/><br/>In addition to the above, the survey also seeks to obtain Side Scan Sonar (SSS), alongside multibeam data, to detect the presence of potential Sabellaria reef in the offshore infrastructure area. This area has previously been surveyed and shown to comprise outcropping Coralline Crag, which supports Sabellaria formations, and as such the data should be of high enough quality to determine and detect potential reef areas.<br/><br/>Cefas require two shallow water Multibeam Echosounder (MBES) bathymetric surveys to IHO Special Order (at a minimum) within the Greater Sizewell Bay (GSB) as below:<br/><br/>1. Spring Survey - Full extent (offshore) bank survey (MBES) undertaken in the Spring/Summer months; with data collection in nearshore AOI (MBES) and an offshore infrastructure area (MBES and SSS) to be prioritised first.<br/><br/>2. This Invitation to Tender (ITT) is issued by WSCC to seek and identify suitably qualified and interested organisations from the private, public and third (voluntary, community and charitable) sector to carry out surveys and to prepare a design and costing of the installation and maintenance of Solar PV and BESS, to install the equipment and to maintain the equipment at Designated Sites identified in Document No. 9 (Asset List). There is also the opportunity to add Pipeline Sites and Wider Estate to the Programme as detailed under 5- Scope of the ITT.<br/><br/> <br/>The Solar PV and Battery Storage Programme (“SPVBS Programme”) is set up in three phases: Phase 1 NEC4 Term Services Contract (“NEC4 TSC for Phase 1”) for the survey, design and costing works, Phase 2 NEC4 Engineering and Construction Contract (“NEC4 ECC for Phase 2”) for the installation works and Phase 3 NEC4 Term Services Contract (“NEC4 TSC for Phase 3”) for the ongoing maintenance services. <br/><br/> <br/>Following approval of the design and costing carried out in Phase 1 in relation to each Designated Site and/or Pipeline Site and/or Wider Estate, WSCC may then proceed to appoint the Contractor to carry out the installation of the equipment at that Site under Phase 2 and maintenance of the Equipment at that Site under Phase 3, in accordance with the relevant Contract Terms and Conditions as set out in Document 03 (Contract Terms and Conditions). <br/><br/> <br/>WSCC is under no obligation to award a contract under Phase 2 and/or Phase 3 in respect of any Designated Site and/or Pipeline Site and/or Wider Estate that is subsequently incorporated into the Programme. <br/><br/> <br/>The Works, as further described in Document No. 2 (The Specification) are being tendered by WSCC in accordance with WSCC’s Standing Orders on Procurement and Contracts and the Public Contracts Regulations 2015 (PCR 2015). <br/><br/>This is the only programme in place for delivering retrofit roof-top solar PV and ‘Behind the Meter’ Battery Energy Storage Systems (BESS) across WSCC’s estate. Of the 56 schools, 38 have formally committed to participating in the Programme (subject to the outcome of the Phase 1 detailed surveys) via a formal Letter of Intent (“LOI”). These are referred to as the “Designated Sites”. <br/><br/> <br/>WSCC is currently working with the Department for Education (DfE) to gain formal commitment from the 14 academy schools (which form part of the 56 schools) to sign up to the Programme. The academy schools and the 4 other non-WSCC owned schools, require a lease agreement to be signed (“the Lease”) and the terms of the Lease agreements shall be agreed with the DfE and academy trusts. Once the approved draft Lease agreement has been shared with the academies, and other non-WSCC owned sites, these schools will also be asked to commit to participating in the Programme via an LOI. The Contract will be the JCT Design and Build Form of Contract as amended by the Employer’s Schedule of Amendments (Document 3).<br/><br/>Construction of a new Secondary School, accommodating 900 pupils, to provide high quality education for new and existing residents in the Burgess Hill Brookleigh Development.<br/><br/>Practical completion must be achieved by 30 March 2027 for occupation in September 2027.<br/><br/>As a demonstration of this Council’s Climate Change Pledge, the building aims to achieve Passivhaus certification, reflecting ultra-low carbon emissions in operation, with an acute focus on energy efficiency, insulation, on-site energy generation and no use of fossil fuels in the running of the building. Further to this, the design minimises, as far as practicable, embodied carbon.<br/><br/>One of the main design principles has also been to develop a building that sits sympathetically within the rich natural landscape of the site, which already includes hedgerows, mature oak trees and habitat areas for dormice and bats, which are all being retained and enhanced. Parallel to this, FCDO will have Memorandum of Understandings (MoUs) in place with the Economic Relations Department and SREDA for this TA. There will be a governance mechanism developed in line with GoB and FCDO requirements on technical projects which is likely to include quarterly working group meetings and project steering committee meetings on bi-annual basis. The Supplier will have full knowledge and experience of working through the GoB systems and the various approval and reporting procedures. The Supplier will be responsible for ensuring approval requests are supported and processed by working closely with SREDA, the Economics Relations Division (ERD) and other relevant stakeholders. The Supplier will be expected to have a physical presence in Bangladesh and have associated partnerships with relevant organisations for the field-based pilot work under component 4 (solar irrigation pump) i) Component 1: The Data Assessment and Storage Facility will include, but not be limited to, technical needs assessment, facility design and set up and maintenance. The Ammonia Synthesis Plant using Intermittent Renewable Energy 2 (ASPIRE II) project is a demonstration plant which will be built to generate green ammonia using only renewable energy sources. The goal of the project is to prove the system can operate reliably in off grid locations with varying climates. The plant includes four main subsystems, a nitrogen generator, a hydrogen generator, a flexible ammonia synthesis loop and a thermal store. A key requirement of the plant is that the ammonia production rate can be flexed in proportion to the available renewable power. The response rate of the largest load, the electrolyser, is of the order 2 seconds and consumes some 80% of the energy required for the plant. This response rate is key to facilitating tracking of the renewable power however we expect some imbalance between plant power consumption and available renewable power especially when the available renewable power fluctuates rapidly. We envisage the BESS will bridge these imbalances and that the charge status of the BESS will be used as a signal to control the plant generation rate. The demonstrator will be built at the Rutherford Appleton Laboratory in Oxfordshire.

The pulse jitter must be short enough to allow timing jitter measurements of SPDs. The pulse width must be short enough to enable measurement of the detection profiles of gated detectors.The pulse-to-pulse energy variability must be low enough so that the intensity of individual pulses do not need to be measured, and the mean value represents a very good approximation to the energy of any individual pulse. The technologies likely to fulfil these requirements are Optical Parametric Oscillators (OPOs) with a Second Harmonic Generator (SHG) module and a stable pump laser to allow a low pulse-to-pulse amplitude uncertainty, or an Optical Parametric Amplifier (OPA) with similar SHG and stable pump laser requirement. The 350-1000 nm wavelength tuning range is required to be achieved without change of optics or re-alignment. A pulse repetition rate between 1 MHz and 100 kHz is required (10 MHz-100 kHz is desirable). The operational temperature range is at least from 15 C to 30 C.

We propose that this refresh looks to build on the successes of CGSI by filling evidence gaps around currently unquantified or exploratory measures in the CBDP, identify new mitigation technologies and innovations, refresh the trajectory in preparation for CB7, and explore potential for a long-term service agreement to test and implement evidence-based policy decisions. In advance, the successful contractor will receive a list of the unquantified/exploratory measures (also found in the published Net Zero growth plan), but also encouraged to explore other alternative emerging solutions. The refresh should adopt and enforce Maximum Technical Potential (MTP), ensuring the MTPs given for each measure are robust and credible. (MTP represents the maximum carbon savings that would be possible if we ignore limitations of cost, logistics and other non-market barriers). In reality the effective potential will be significantly lower or take longer than 30 years to deliver (i.e., not necessarily contributing to the 2050 target).

The Council is seeking a long-term partnership which will contribute to local Health and Well-being priorities, whilst delivering, a Management Fee payment and a surplus share to the Council.FARNBOROUGH LEISURE & CULUTRAL HUB The new Farnborough facility will be part of a 'Leisure and Cultural Hub' located in the regenerated Civic Quarter, which seeks to provide a new community heart in the town centre. The design of the hub will be full PassivHaus accredited.The Council's aspiration is for the Civic Quarter to become a vibrant, mixed-use space providing new opportunities for town centre living and active ground floor uses, with a focus on maintaining the area as a hub of civic, community and leisure amenities.The ambitious regeneration masterplan includes proposals for the development of the new Cultural Hub- including leisure centre, library, cultural facilities and Council Offices - with an adjacent skate park and playground. In addition, there will be up to 960 new energy-efficient homes, a new hotel, space for shopping and commercial development, more than 1.93 hectares of green open space, and two mobility hubs.The new Passivhaus certified Leisure and Cultural Hub- which is scheduled to open in Spring 2027 - will proactively address identified community needs aligned to health, physical activity, social wellbeing and culture. Whilst the new Operator will have overall responsibility for the management of the leisure centre, 'key user agreements' are proposed with the Library Service (Hampshire County Council), Cultural Service (Hampshire Cultural Trust) and Council (Rushmoor Borough Council) for designated areas of the building to confirm priority of access and use at agreed times to meet their needs. Key Users and their customers will have shared access to communal areas of the building including the café and toilets. ALDERSHOT POOLS & LIDO The Aldershot Lido opened in 1930 and sits on 10-acre site. The lido has a rich history with the single modern pentathlon event contested at the site as part of the 1948 London Olympics.The lido opens each year between May and September, with attendances heavily dependent on the weather. In 2022, a hot summer led to a record 72,000 people using the facility, whereas a poor summer this year meant attendances fell to 35,000.The pools building opened in 1975. The facility is popular with residents, particularly so since the closure of the Farnborough Leisure Centre. Whilst swim membership numbers remain similar to pre-Covid levels, (c.165), fitness memberships have increased from c.1,000 to over 1,200. Swimming lesson numbers are also up from c.680 pre-Covid, to over 900, primarily as a result of bringing the offer entirely in-house.QUEST FACILITY MANAGEMENT ACCREDITATIONThe Operator will be required to achieve and maintain the Sport England recommended Quest Facility Management accreditation scheme (or any equivalent successor scheme) for the Facilities and Quest for the Active Communities Programme (Health and Wellbeing Development Programme). The Department is looking to commission a Monitoring, Evaluation and Learning Partner for CEIF-related programmes.Scope:o The monitoring, evaluation and learning partner will be commissioned to provide three initial research outputs for CEIF and provide support with active dissemination and learning activities (including monitoring the effectiveness of those dissemination activities) and delivering additional ad-hoc research products and monitoring activities.o Evaluation outputs will include a minimum of 2 evaluations of programmes under the CEIF umbrella, covering process and impact evaluations and value for money assessment.o The process evaluation components will generate learning and recommendations for improvement, including management, strategy, governance and MEL.o The impact evaluation components will assess the outcomes and impacts of delivery, test the validity of the theory of change, generate learning and recommendations for future work..o Cross-cutting themes will include assessment of SDG co-benefits and Gender Equality and Social Inclusion (GESI), considering how co-benefits have been generated and the management processes.o The value for money assessment will undertake analysis using the HMG 4E’s approach-Economy, Efficiency, Effectiveness, Equity.o A third output comprises of a landscape review and analysis of other climate innovation portfolios and programmes focused on developing countries, particularly those established by other donor countries (not limited to clean energy or to UK-funded programmes) to provide lessons learned and recommendations to input into CEIF.o Flexibility is built into the contract to allow the Department to request additional adhoc outputs relating to the above scope as needs arise over the duration of the contract.Deliverables: There are three core deliverables comprising of two evaluation reports and one landscape review/evidence synthesis report. In addition to this we would expect an inception report to be provided during the scoping phase for each evaluation and dissemination materials such as powerpoints and concise summaries to be produced.Delivery timeline: The first evaluation will likely be delivered in late-2024, the landscape review in late-2024 and the second evaluation in 2029. This contract will be for the supply of 100 per cent green Unmetered Electricity for a maximum term of two years. The anticipated commencement date shall be 1st April 2024. The Contract will be utilised by the following clients: • Department for Infrastructure (DfI); • NI Water (NIW); • The Police Service of Northern Ireland (PSNI); • Northern Ireland Housing Executive (NIHE); and • Translink Each Client will be wholly responsible for the performance of its obligations under the contract. As CPD and its Clients are committed to the Central Government Energy Management Strategy and Action Plan to 2030 Contractors must provide 100 per cent green electricity. This commits all Central Government bodies to reduce costs and consumption consistent with draft Programme for Government (PFG) indicators on greenhouse gas emissions and enhancing security of supply. This is delivered through a target to reduce net energy consumption by 30 per cent by 2030 and to spend no more on energy in 2030 as we do today. In addition Department for Economy (DfE) has published an issues paper considering how best to advance proposals for an energy strategy that will enable new and challenging decarbonisation targets to be met. Not least among these is the UK Government legal requirement to achieve “net zero carbon” by 2050. The rates submitted must be honoured for the duration of the contract despite the likelihood of a reduction in the annual usage, the supplier should take this into consideration when submitting their response.
