How does an EEM Framework work?

EEM advertise their tender opportunities and frameworks with the main platforms including Contracts Finder and Find a Tender. You can monitor EEM tenders and other public sector opportunities with our free software Tender Pipeline. The tender or contract notices will then point you to the portal they use to manage the tenders. This portal is called Xantive, which you can register on today. EEM also use a system called Geometra for some of their DPS agreements. You can register with Geometra here.

Once you have identified an EEM framework or DPS, you need to register on the portal and express an interest in the specific opportunity.

You will then be able to download and access the full tender information pack, which will provide timescales, specifications, portal instruction and guidance tender weightings and evaluations.

Once awarded onto an EEM framework it is important you maximise this opportunity. While you will be sent, mini competitions based on the framework and lots you have been awarded, it is still important you engage with them and their members and develop relationships. You need to promote that you are on their compliant procurement frameworks and that your services can be used without further competition. This can also be a useful tool for existing public sector clients who want to continue to use your services. Another useful tool which EEM promote is for suppliers to deliver training sessions to their members, which is a great way to demonstrate your expertise, a chance to meet public buyers directly and highlight how you can help.

Efficiency East Midlands (EEM) are conducting this tender exercise on behalf of its membership to procure an asbestos framework to replace our existing asbestos framework that will expire on 25.4.2020.The framework will support EEM members by providing a framework of contractors who are UKAS accredited to the latest standards and have suitable experience in undertaking asbestos surveys and analytical services and asbestos removal, remediation and disposal works in accordance with The Control of Asbestos Regulations 2012 and all relevant legislation, approved codes of practise (ACOPs) and HSE guidance.Contractors are able to tender for both lots and when applying for both lots must ensure they have a clear process in place to demonstrate segregation of duties. EEM Ltd on behalf of its Members invites you to tender for a place on our External Doors and Windows Installation Only Framework.We are looking for a suitably accredited and competent Contractor to undertake the safe and compliant installation of new external doors and windows. This will be a sole provider frameworks and the successful Contractor will be required to work across our full Members geographical areas.Installations works may comprise of partial or full works to properties and be on a planned or adhoc basis however, there are no guarantees with regards to values and volume of works to be let through our framework.The EEM Memberships property stock is in excess of 1 250 000 million properties which consist of a mixture of domestic housing stock, bungalows, blocks of flats, and sheltered housing schemes as well as communal buildings, corporate buildings, hospitals, student accommodation, universities, schools and depots.Please note this framework is solely for installation works, EEM have a separate contract for Supply of Windows & Doors (EMC0015), therefore this framework will not cover the supply of the windows and doors.Contractors must be aware, that our Members may opt to use this framework in conjunction with EMC0015 or nominate their own supply route. In both instances the supply of the windows and doors will sit outside of the scope of this framework but the successful Contractor must be willing and able to work with the nominated Supplier to ensure that all works are carried out in an efficient manner.This Framework will run for a period of 37 months from 2.4.2018 until 30.4.2021. The installation works will then be incorporated into the re-tender for the supply contract which is due to expire on the 5.4.2021.The total potential value of the whole Framework is GBP 2 000 000 to GBP 50 000 000. Please note that this is the total potential value for the full 37 month framework and takes into consideration that EEM membership may grow over the life of the framework. Call off contracts can extend for a duration of up to two years beyond expiry of the four-year term of the Framework Agreements. The organisations that are successful in being awarded a place on the DPS will be given a ‘pre-approved’ status and will be invited to submit a formal bid when EEM Members have a requirement to contract the external delivery of training courses that fall within 1 of the categories in which the applicant organisation has expressed an interest. Each application to join the DPS will be reviewed by EEM to ensure the minimum criteria for entry onto the DPS is met. The minimum criteria for entry onto the DPS are detailed in Online Supplier Selection Questionnaire Evaluation.The DPS will be split into the following categories:1. Leadership and Management;2. The scope of this framework is the supply and distribution of materials via a range of methods. Each call off contract will be set up to meet the requirements of the Contracting Authority but are likely to involve a mixture of deliveries to a designated site, over the counter collections and the provision and replenishment of van stocks. Materials required will include but are not limited to Heavy Building Materials, Joinery & Timber, Bathrooms, Plumbing & Heating, Kitchens, Lightside Materials and Electrical Materials. Suppliers must be able to provide all materials.The core area of work for most Contracting Authorities is within repairs and maintenance and many employ their own Operatives with support from external Suppliers. It is essential that all Operatives have easy access to materials as locally as possible to complete all the required repairs and maintenance to properties. These materials need to be available at the right time to provide an efficiency of time for Operatives and a first-time fix.It is vital for our Contracting Authorities that the supply chain is capable of supplying materials at competitive rates but also deliver the required service level requirements to enable them to meet their own objectives and commitments. Efficiency East Midlands Ltd (EEM) has recently established a new framework for the sustainable refurbishment of domestic properties are looking to establish a further new framework for the manufacture and supply of timber windows, to compliment the new Framework and also support Members who have additional requirements for timber windows. Works will be across a range of property types including domestic and commercial. Whilst the majority of our members have programmes for the replacement of windows via UPVC, a number of individual projects or specific building may require more specialised timber windows. The works will include:— Surveys and development of specification;— Manufacture of double glazed timber windows to specification;— Any works associated with the above.In addition to the supply and install on potential new build developments and refurbishment projects, it is envisaged that the Framework will be available for use by the HLF for future projects and projects in receipt of HLF funding. EEM have the full backing of the HLF in setting up this framework and creating an opportunity for future projects that will provide value for money, experienced contractors and a streamlined procurement process for projects. This Framework is being set up to support EEM Members (Contracting Authorities) refurbish, maintain and repair properties within their housing stock which may include properties that fall into the category of buildings of a particular historical or architectural interest. This may include domestic properties, commercial properties or any other building owned, maintained or with a particular link or interest to the Contracting Authority.For Lot 1 Supply Only, the 1st contract to be called off from the framework will be on behalf of Bolsover District Council. The basis of the framework specification and pricing schedules have all been based around this actual project. It is expected that Bolsover District Council will call off from the framework by direct selection, in-line with the rules set out in the EEM Framework Agreement. The call-off contract will involve the manufacture and supply of approximately 1 389 timber windows to an already agreed specification.Manufacturers are able to tender for any number of lots. The expectation of Members is that the established framework will add value to their organisations by providing an efficient streamlined process for the provision of printing and mailing services whilst ensuring data protection is at the forefront of their service. The Service Provider will be expected to work with the individual Members to advise on methods to improve their current printing and mailing arrangements which can result in efficiency savings being demonstrated to members.Members will have varying requirements with regards to the number of documents they require enclosing and the number of inserts required but as a minimum, mailing systems should be capable of enclosing multi-page documents along with merged mail such as Council Tax Bills and Letters where there is up to 5 inserts plus an address carrier sheet. All merging of statements and newsletters must be undertaken in a seamless fulfilment process, ensuring that the correct versions are inserted e.g. inserts that are appropriate to a particular resident or address.The framework will also cover desktop mailing services and the design and print of postcard/appointment cards. For these services the successful Service Providers will be expected to print direct from a Members electronic mail/selected printer and complete the mailing process with a minimum turnaround time.Please note that this framework will not cover generic printing requirements such as business cards, letterheads, leaflets, etc.

EEM members are predominately within the East Midlands but not exclusively so and may have requirements in other parts of England and Wales. The Consortia is owned by our members which include Housing Associations, ALMO‘s Local Authorities and bodies from the wider public sector. Sustainable Refurbishment of Historic Buildings.

Efficiency East Midlands Ltd (EEM) are looking to establish a new framework for the sensitive and sustainable refurbishment of domestic listed buildings or buildings of particular historical or architectural interest. The scope of works is likely to, but not limited to, include:—Cleaning and repair of all masonry fabric, including specialist conservation work to carved elements—Reinstatement or repair of lime mortar (or other mortar work relevant to the building)—Repair or replacement of slate roofing (or other roofing material relevant to the building)—Reinstatement of lost stone or brick features—Refurbishment/replacement of windows and doors relevant to the building—Repair/replacement of defective rainwater goods and all above ground pipework, including associated fittings—Reinstatement or repair of drainage systems—Remedial works to address any structural issues—Insulation work to walls, roof and floors appropriate and relevant to the construction type of the building—Internal refurbishment works required to raise the standard of the building including but not limited to new kitchens, new bathrooms, upgrades to M&E systems, ventilation, decorating—External environmental works including but not limited to the refurbishment or replacement of fencing and railings, construction or repair of pathways, landscaping works to the area.All works are must be carried out by skilled operatives with experience working in their relevant trade on listed buildings. EEM will be looking for degree of visibility and transparency in the Framework Contractors sub-contract arrangements, and particularly the selection of specialist sub-contractors who will deliver more sensitive aspects of the Contractors responsibilities. We will also be looking for Contractors who have in-house conservation experience to manage any projects and provide heritage oversight to all aspects of the works. Contractors will also need to provide a proven track record in working with the Heritage Lottery Fund and Historic England/English Heritage. Works will be across a range of building types including tenanted and void domestic properties.For Lot 1 Domestic Properties, the first contract to be called off from the framework will be on behalf of Bolsover District Council. The basis of the framework specification and pricing schedules have all been based around this actual project. It is expected that Bolsover District Council will call off from the framework by direct selection, in line with the rules set out in the EEM Framework Agreement.
