PfH (Procurement for Housing) is a specialist procurement and framework consultancy for the housing sector. They manage tendering opportunities, develop frameworks and DPS (Dynamic Purchasing Systems) agreements for their members, which are housing association or Registered Providers (RPs) across the UK. PfH DPS & Framework Solutions

PfH use both DPS and framework agreements to bring their buyers and suppliers together. We have produced an article covering how a DPS is different to a framework, which can be found by clicking here. One of the key benefits to suppliers is that they are continually open to new suppliers

Typically, DPS agreements are more about finding compliant suppliers in comparison to the best/ highest scoring bidder. There is rarely a maximum number of suppliers on a DPS, which can make them really accessible for SME bidders, looking to build up their public sector experience.

PfH Frameworks – Bid Writing for SMEs

In 2021 PfH had a target to increase spending with SMEs to £64m per annum with this rising to over £70m in 2022. This is supported by one of their key social goals, which is to ‘create opportunities for local SMEs’.

This goal is part of their wider Environmental, Social and Governance (ESG) Goals. It is important when writing bids into an organisation to understand what is important to them and how they monitor their success, in order for your business to be part of the solution. For example, PfH wants to become a Net Zero business and wants to work with, and support, suppliers to do the same. This is then reflected in their tender requirements, which have an increasing weighting towards environmental implications. They also require suppliers to have or to be working towards (with evidence) ISO14001. They are actively targeted with increasing their spend on Net Zero products and services; in 2021 they had a £15m spend target, which increased to nearly £20m in 2022.

How does a PfH Framework work?

Like any framework or tender, you will need to find a suitable opportunity and follow the instructions on how to bid. For their frameworks and DPS opportunities, PfH use In-Tend, which can be accessed via this link. You can register on their portal today to view live tender opportunities or DPS agreements. You then register your interest and access the tender pack. If you require a bid writing quote we will require these documents in order to help.

Once you are successful and awarded onto a PfH framework you then need to start winning work from it. Their main route is via a mini competition, which is a reduced-down version of the framework bid, but with the specific tender requirements of the housing association involved in the procurement. PfH agreements do also allow for direct call-off or award but this is usually only to the highest-scoring bidder on the framework.

This is why it is important to ensure you bid writing skills and written quality tender submission is as strong as possible.

Social Housing Emerging Disruptors (SHED) 3 Framework

The first Social Housing Emerging Disrupters (SHED) Framework Agreement was launched in January 2022, comprising 18 innovative solutions. The aim was to create a framework of innovation permitting start-ups, small and medium sized businesses and the voluntary sector as well as established larger companies to offer their innovative products and services to the public sector.The second SHED Framework (SHED 2) commenced in January 2023 with an additional 20 solutions.To reflect the emerging nature of innovation, a third SHED Framework is now being procured.The solution will enable PfH Members to procure a range of products and services that offer real and innovative benefit to the housing and wider public sector. The proposed Lot structure recognises the demand customers are demonstrating for Multiple Network Managed Services. PfH Customers and other public bodies require a solution that enables their customers and residents to make payments to them as their Registered Social Landlords.The Supplier must be able to offer, but not be limited to the following in addition to associated services:- The provision of plastic payment cards incorporating a magnetic stripe or barcode, and barcoded letters/bills;- The provision of generic and unique Issuer Identification Numbers with the use of plastic payment cards and barcoded letters/bills;- Access to multiple established payment networks with national coverage and a wide range of payment outlets across the UK enabling Clients/Tenants of PfH Members to make cash (or other methods of) payments using plastic payment cards, and/or paper barcoded letters/bills;- To capture and consolidate payments made by Clients/Tenants of PfH Members, from multiple established payment networks (and other payment service providers as appropriate through the Organisations (Suppliers) supply chain) and subsequent transfer of funds by electronic means to the PfH Member;- A nationwide network to ensure the provision of payment outlets, which are available for end-users to utilise with ease.- Technological innovation is desirable to ensure administration is reduced and automatisation is increased.- To conduct fraudulent checks on suspicious payment transactions.- The capabilities to provide systems integration with minimal disruption to operations during the installation.- Real time notifications and reporting is also a key desirable feature for Customers.- The ability to provide optional physical and/or digital receipt of payment to verify the end-users’ transactions.- Payment cards must have the capabilities to possess the end-user’s details to ensure personalisation and data capture.
