The core contract term is from 01st October 2025 - 30th September 2032, with the option to extend for a maximum of 36 months. This stated optional extension period is in no way guaranteed, and activation of such extension will be at the sole discretion of the Authority based on fundamental principles, including the performance of the supplier and results of any service evaluations undertaken..
Please Note: Any expenditure, work or effort undertaken by you in relation to any procurement activity is a matter solely for your own commercial judgment. The Authority reserves the right to withdraw from the process at any time or to not tender the service(s) or to tender on a different basis. In such circumstances, and in any event, the Authority and/or its advisors shall not be liable for any costs or loss of expenses whatsoever incurred by any organisation, agent or subsidiary that may have contributed to any proposals submitted to this notice.

2425-0063 Deep clean services framework
United Kingdom
London
Islington Council
Islington Council invites innovative and dynamic providers, with a strong knowledge of the borough, to tender for the provision of the deep clean services framework. The Council is seeking to work with providers who are committed to fairness and share and promote the same CARE principles:
• Collaborative,
• Ambitious,
• Resourceful,
• Efficient.
We want to work with providers who are committed to ensuring Islington residents receive high quality support. The Council is proposing to secure a contract with a suitably qualified and experienced provider(s) to provide deep cleaning and hoarding support for adults. The Council welcomes single, consortia or lead provider bids. Details of how contracts will be awarded is explained within the procurement documentation.
Background
Our ambition for 2030 is to create a more equal future for Islington, where everyone who lives here is able to thrive. Our new Challenging Inequality strategy sets out Islington's long term ambition for challenging inequality, inequity, discrimination and promoting inclusion. We are determined to improve life chances for our residents and staff, ensuring no-one is left behind. Tackling these issues will require everyone to play their part so that we can drive tangible change that makes a difference. We will listen and work alongside our staff and community to understand the issues, plan and take action together ensuring we monitor and evaluate the impact of our actions. We know this is not easy work - it's a lifetime commitment and endeavour. But with the launch of our strategy, we commit to this being our top priority as a council and we will work tirelessly with our partners and community to ensure we create a fairer, more inclusive borough for all.
The Islington Adult Social Care vision is for Islington to be a place made up of strong, inclusive, and connected communities, where regardless of background, people have fair and equal access to adult social care support that enables residents to live healthy, fulfilling, and independent lives.
The requirement
There is a requirement to undertake deep cleans of varying severities, including removals, where a need is identified for a deep clean to support residents to return or remain in their homes. This is so residents can continue to maintain their independence in the community. Where a property is assessed as a health and safety risk to the individual and/or others, the removal of items or waste may be required to prevent fire risks or further health related issues.
Whilst deep cleaning can be an element to supporting residents with hoarding behaviours, core hoarding behaviours remains an unmet need, which can often lead to repeat cleans. The Council have developed a longer-term strategy for deep cleaning that aligns to Council ambitions and practice that improves outcomes for residents that reflects strengths-based approaches. We have created two Lots for the deep clean framework, Lot 1 Deep cleaning function and

Independent Living Support Service (Home Care including domestic cleaning) Market Engagement Event
United Kingdom
LONDON
LONDON BOROUGH OF NEWHAM
The Council has a legal responsibility to assess the needs of any resident or Carer living in the borough who appears to have a need for care and support; and to then determine whether those needs are eligible for this provision from the Council, as stipulated in The Care Act (2014) and The Children and Families Act (2014).
Home Care is one of the main care and support options provided to meet eligible needs - to enable residents to maintain their independence and quality of life in their own home. Home Care may include domestic support (i.e. cleaning) where a resident is unable to do this themselves.
The Council has recently embarked on an ambitious programme of work to transform its Home Care offer; and wishes to work with the local market to develop its thinking prior to procuring a new all-age Independent Living Support Service.
Commissioners will be holding a market engagement event for providers to share their thinking; and obtain providers' views. This feedback will be used to shape the procurement strategy and creation of the procurement documentation.
The event is open to any providers with relevant experience of providing professional cleaning. It will be held on Tuesday 10 September at 11 - 13:30 at East Ham Library - 328 Barking Rd, London E6 2RT. The session will conclude with an overview of the procurement process and a high level timeline.
To participate, you must express your interest to attend by submitting the name of your organisation and delegate names with email addresses to Selma.Ghouse@Newham.gov.uk.
Please note that attendance is limited to two people from each organisation. Providers must register their interest no later than 17:00 4th September 2024.
committing, at this stage, to carrying out such a process.
Participation or non-participation in the pre-procurement market engagement process shall not prevent any provider participating in a potential future procurement, nor is it intended that any information supplied as part of the pre-procurement process shall place any provider at an advantage in a potential procurement process.
Participation in the pre-procurement market engagement procurement process will be at each provider's own cost.
No expense in responding to this process will be reimbursed by the Authority.
This is not a call for competition.
