UKUPC (UK Universities Purchasing Consortium) is made up of 8 regional University Purchasing Consortiums, most of which we have a specific page for:

Need to add links to the specific ones as each is completed

  • APUC – Advanced Procurement for Universities and Colleges aimed at Scotland universities and colleges
  • NEUPC – North Eastern Universities Purchasing Consortium
  • SUPC – Southern Universities Purchasing Consortium
  • NWUPC – North Western Universities Purchasing Consortium
  • LUPC – London University Procurement Consortium
  • HEPCW – Higher Education Purchasing Consortium for Wales
  • TUCO – The University of Caterers Organisation, developing and managing frameworks for in-house caterers in higher education
  • TEC – Energy & Education Connected, supporting colleges, universities and research centres to manage their energy consumption

UKUPC Framework Overview

As a group these organisations had £1.3bn spend through their frameworks in the last 12 months. They have a combined 112 frameworks, with 30 new or retendered frameworks each year. These frameworks include 180 SME suppliers, so if you are a supplier to the higher education sector or have aspirations to work in the sector they really are a critical path to success and business growth.

While you need to refer to the specific purchasing consortiums above in order to source their frameworks and opportunities, UKUPC provides procurement strategy, guidance and training to both public sector buyers and suppliers. We have developed specific and detailed guides for these partners which you can access by clicking on the links above from the list.

UKUPC – the role of an Awarded Supplier

What is important to remember when you are successfully awarded onto a framework is that you are now part of select group of suppliers who will receive opportunities others in your sector will not.

However, the framework still has to be ‘worked’, by which I mean sales and marketing. You may notice many suppliers who focus on the public sector have specific sales or account manager roles purely for key frameworks, which allows them to maximise the potential that the framework can offer.

Several UKUPC partners have advertising packages, to get your details in front of their education clients, you will also be provided with a contact list so you can promote your services as approved suppliers for framework XX. You should engage with UKUPC and their consortium partners by sharing good news stories and case studies of what you have achieved for their members and clients. Cashable savings, efficiencies, KPIs and testimonials will all offer further reassurance that you are the right business for them.

As professional bid writers we have secured contracts for our clients across the partner consortiums for a range of services from IT and print management, through to cleaning, catering and grounds maintenance services.

Catering Outsourced Services (inc Consultancy Services)
UK London London Universities Purchasing Consortium

LUPC are planning on re-tendering the existing framework for Outsourced Catering Services for their Members in September 2022. Members are predominantly Higher Education Institutions and Further Education Colleges, but in the case of LUPC also include not-for-profit, public and third-sector organisations from sectors in the arts, sciences and education. This will be the second iteration of the Outsourced Catering Services Framework run by the University Purchasing Consortia and follows on from a particularly difficult time for Members as a result of the Covid-19 pandemic. As such we would like feedback from suppliers either currently working in the HE / FE sector, or who would like to work in the HE/FE sector, to help shape the new iteration of the framework. In terms of the services provided, these may vary across our members dependent upon the nature of the site and/or the requirements. UKUPC are looking to divide the framework into Lots as follows: Lot 1 – Outsourced Catering Services Lot 2 - Office, Corporate and Event Catering Lot 3 - Catering Consultancy Services Please note: There will be no cross over between Lot 3 and Lots 1 and 2. Any organisation applying for Lot 3 must be independent of other Lots to ensure there is no collusion and therefore reduce the risk of bid rigging. We are looking for engagement from the market regarding a number of areas, as per the questionnaire located here: https://forms.office.com/r/7LeGgsTsyG
